Does anyone know of a multiuser, online document annotation program? I'd
like to take the actual text of bad patents and allow everyone to insert
their comments directly into the text. Lucid isn't very well suited to this
task since there's a limitation on the amount of text a node can handle.

I can't use gooey or third voice through my firewall.

I'd prefer a PHP app. Sort of a multiuser TreeDoc:

Any suggestions?
Please don't tell me that multiuser text annotation applications are
patented.
